Labour’s Proposed Cap on Skilled Migration: What Employers Need to Know
Labour proposes a new cap on skilled migration. Learn what this means for shortage occupations, UK employers, and how to prepare for the MAC consultation.

The Labour government has signalled a significant change in the UK’s immigration system and workforce strategy. In an interview published on 6 August in The Telegraph, Professor Brian Bell, Chair of the Migration Advisory Committee (MAC) — which has shaped and influenced immigration policy for successive governments — outlined proposals that could see annual or monthly caps placed on skilled worker recruitment from overseas.
As well as chairing the MAC, Professor Bell sits on the newly established Labour Market Evidence Group (LMEG), set up by the Home Secretary to advise on labour shortages and reducing net migration. He explained that the reforms are intended to reduce net migration while driving investment in domestic training. Employers who rely on overseas talent will need to adapt quickly and prepare their responses to the upcoming MAC/LMEG consultation later this year.

Professor Bell warned: “Where we will be really unsympathetic is if a sector has said ‘we are going to train 1000 bricklayers’ and then they train 100, then we are going to say, ‘well tough, you’re on your own now”

However, automatically excluding 120 occupations without consultation risks being arbitrary. Employers should argue that sectors outside the government’s “industrial strategy” are still essential to a functioning UK economy.

There are currently 1.6 million unemployed people in the UK, but unemployment is uneven across regions. UK meaning that regardless of all your intentions to train locally, there simply may not be that labour force available in your area to be trained. Employers will need to provide evidence of:

Regional salary variations must be respected — national benchmarks cannot be based solely on London and the South East.
